Subject: General Elections, 1998 - Clearance to start
counting of votes - Instructions.
Sir,
I am directed to draw the attention of the CEOs and
ROs to the directions of the Commission relating to
prior permission for counting of votes as contained
in its Order No. 464/96(INST.) Vol.III dated 9-9-1996
[reproduced as Item No. 104 of the Compendium of
Instructions on Conduct of Elections (1998)] and to
state that the following are the special instructions
of the Commission in connection with the ongoing
General Elections:
(i)The
Returning Officers of the constituencies where poll
is being held on 16th, 22nd and
23rd of February, 1998, shall obtain prior
clearance of the Commission to start counting of
votes.
(ii)In respect of those constituencies where polling
is to be taken on 28th February, 1998 and
the counting of votes is scheduled for 2nd
March, 1998, no prior clearance for counting of the
votes from the Commission would be required.
(iii)Similarly, for those constituencies where
polling is to be taken on 7th March, 1998,
and the counting of votes is scheduled for 2nd
March,1998 no prior clearance for start of counting
of votes would be required.
2. The above instructions may kindly be brought to
the notice of the Returning Officers of all
constituencies immediately. The ROs shall address all
correspondence in this regard to the Zonal
Secretaries in the Commission dealing with the
respective States/UTs.
