Appointment of Polling Agents - identification-regarding.

I am directed to refer to your fax message No. CIASUE 2 CHU NA HA 96, dated 15-3-1996, on the subject cited, and to state that instructions contained in the Commission's letter dated 24-1-1996 may be followed in addition to what has been stated in para 7 of its letter dated 16-12-1994 referred to in your message under reply. A copy of instructions translated into regional languages be supplied to each person at the time of filing of nominations. A suitable press note is also required to be issued at the time of each election.

Reference Commission's Letters Nos. (1)576/11/94/J.S. II/Vol. I Dated 16-12-1994, (2) 576/11/96 JUD. II Dated 24-1-1996 and (3) 576/11/96/JUD-II dated 28-02-1996 - Regarding appointment of polling agents identification (.) In the commission's letter dated 16-12-1994 (,) It is instructed that : "A Copy of those instructions translated into regional languages be supplied to each person at the time of filing of nominations; a press note shall also be issued at the time of each election. Copies of these instructions may also be forwarded to all the Political parties in the state/union territory(.) The Commission's Letter dated 24-1-1996 contains no such instructions (.) In the commission's Letter dated 28-3-1996 it is instructed that; "wide publicity be given to these instructions so that candidates are well informed of this procedure sufficiently in advance to make arrangements accordingly (.)" In view of this the commission is requested to intimate whether copies of all the three commission's letters translated into regional language should be supplied to each candidate at the time of filling nominations etc. i.e., take action as per instructions contained in the commission's Letter dated 16-12-1994 or only give wide publicity as per instructions.
