Appointment of Polling Agents _their identification(dt 24.01.1996).

Election Commission's Letter No. 576/11/96/Jud.II Dated: 24th January, 1996, addressed to The Chief Electoral Officers of all States and Union Territories.

Subject:- Appointment of Polling Agents-identification.

I am directed to refer to the Commission's letter No. 576/11/94/J.S.II/Vol.I dated 16th December, 1994, in which it was directed that specimen signatures of all the contesting candidates and their election agents should be obtained by Returning Officers and photocopies of these signatures be supplied to each Presiding Officer, Observers of the Commission, Zonal Magistrates and Sector Magistrates, etc., in the constituency. This instruction was issued with a view to enabling the Presiding Officers to be satisfied that polling agents were appointed by the candidates or their election agents only and not by any un-authorised person.

2. The matter was reviewed by the Commission and it has directed that instead of the specimen signatures, three copies at least of photographs of each of the polling agents should be made available and should be insisted upon by Returning Officers. However, in extreme cases of change of the polling agent at the last minute for genuine and bonafide reasons, Returning Officers may be given the discretion to accept the production of photographs in very rare cases.
