addressed to the Chief Electoral Officer of all
States and Union Territories.

Sub:- Counting of votes of any Assembly
Constituency at different places in same
premises-regarding.
I am directed to invite your attention to the
instructions contained in the Commission's letter No.
470/94/Vol.-II/J.S.-II, dated 29.12.1994, as
reproduced at pp. 215-219 of the "Compendium of
Instructions on Conduct of Election, 1996", on
the subject cited.
2. A doubt has been raised whether two or more
counting halls can be set up in one big hall. In this
connection, the following further clarifications are
given:-
(i) All counting halls of a constituency should be in
the same premises. But each counting hall should be
independent separate from each other and there should
be clear partition between each two halls so that no
movement from one hall to the other should be
possible.
(ii) If two counting hall are to be set up in one big
hall, in that case a clear partition by means of
Temporary Wall/wooden partition should be provided.
(iii) There should be different entrance and exit for
each counting hall.
(iv) Such hall should have a minimum of the doors one
for entry, and the other for exit.
3. This may be brought to the notice of all District
Election Officers/Returning Officers and other
concerned authorities.
